If the response is bad then you haven’t lost anything. 

With this option the financial risk is very low.

A way to do this is to crowdfund it.  Pitch the idea on a crowdfunding site to raise money and gauge consumer feedback.

Another way is to offer it to millions of consumers by opening online storefronts in Ebay, Amazon, Etsy, Shopify, etc.
You can also setup your own landing page by using services like Launchrock, Unbounce, and KickoffLabs.  Once you setup the landing page you can use Google Adsense to bring a target audience to your website where you can gauge consumer demand for the product/service you're offering.
