On 1 October 2014 California Governor Jerry Brown signed the
bill (SB270) that bans Plastic Bag into law.
|
According to the law full-line,
self-service retail stores with gross annual sales of two
million dollars ($2,000,000) or more that sells a line of
dry groceries, canned goods, or nonfood items, and some
perishable items or has at least 10,000 square feet of
retail space that generates sales and has a pharmacy
licensed. Will be
prohibited from providing a single-use carry out bag to
customers (with certain exceptions).
These stores will have to offer paper bags for a
minimum of $0.10.
They cannot offer them for free.

This will also apply to convenience food stores, foodmarts,
or other entity that is engaged in the retail sale of a
limited line of goods, generally including milk, bread,
soda, and snack foods, and that holds a Type 20 or Type 21
license issued by the Department of Alcoholic Beverage
Control.

Also impacted are convenience food stores, foodmarts, or
other entity that is engaged in the retail sale of goods
intended to be consumed off the premises, and that holds a
Type 20 or Type 21 license issued by the Department of
Alcoholic Beverage Control.

The law will take effect as of July 1, 2015. |
“The bill, on and after July 1, 2016, would additionally
impose these prohibitions and requirements on convenience
food stores, foodmarts, and entities engaged in the sale of
a limited line of goods, or goods intended to be consumed
off premises, and that hold a specified license with regard
to alcoholic beverages.” |
The American Progressive Bag Alliance (APBA) attempted
to fight the legislation without much success.
According to
Lee
Califf, Executive Director of the APBA. “Californians need
to know SB 270 isn’t about the environment, it’s about
billions of dollars in new revenue for the members of the
California Grocers Association. This is purely a cash grab
that will hurt working families without any meaningful
environmental benefit.”

However, organizations such as the
California Grocers Association supported the law.
“History was made today, and our environment and
economy will be better for it,” said Ronald Fong, President
and CEO, California Grocers Association. “SB 270 will foster
innovation, create operational consistency, California green
jobs, and protect our precious natural resources.” |
